
Traditional safety metrics remain essential for reporting and benchmarking. But in a more complex operating environment, they do not tell safety leaders everything they need to know about whether people, suppliers and worksites are ready for what comes next.
That is the focus of Avetta’s new white paper, Understanding the Role and Limits of Lagging Metrics. The first paper in a two-part series on the evolution of health and safety measurement, it examines the value of established measures such as TRIR, DART and EMR – and the blind spots they can create when treated as a complete picture of safety performance.
Useful measures, incomplete answers
Lagging metrics look back at what has already happened. The total recordable injury rate (TRIR) counts OSHA-recordable incidents and scales the result to 200,000 hours worked. The days away, restricted or transferred (DART) rate focuses on incidents that lead to time away, work restrictions or job transfer. The experience modification rate (EMR), or mod, is used primarily to adjust workers’ compensation premiums based on an employer’s claims history.
These measures have practical uses. Organisations rely on them to report performance, compare locations, benchmark against peers and support qualification decisions. They also provide a common language for discussing safety outcomes.
The challenge is that a common language is not always a complete one. Lagging metrics describe past outcomes, but they offer limited insight into current conditions or future exposure. A low rate may indicate a positive history but it cannot, by itself, show whether a workforce is prepared for changing conditions, whether a supplier has effective controls in place or where serious injury and fatality risk may be developing.
Risk changes, but the metric may not
Risk is not evenly distributed across a business, an industry or a project. A company may spend one phase of a long project in an office, then move into civil construction, installation, testing and commissioning. The work – and the level of exposure – can change dramatically, even though the organisation is still being evaluated through the same historical rate.
This creates a problem for leaders who use TRIR or similar measures to make short-term decisions. Research from the Construction Safety Research Alliance that examined 17 years of recordable and work-hour data across 10 construction companies, representing more than 3.2 trillion work hours, highlights the problem. The statistical analysis found that at least 100 months of data would be needed to provide the predictive power required for decision-making. That is far longer than the period many organisations use to judge a recent intervention or change in performance.
Scale can also distort the picture. For a small employer, a single incident can significantly change a rate. In a global organisation, differences in medical systems, workers’ compensation rules, definitions of work-relatedness and reporting practices can make comparisons difficult. The result may be a number that appears precise but does not provide consistent insight across locations or suppliers.
A critical disconnect with serious harm
Perhaps the most important limitation is that recordable-incident volume does not equal severity. A minor recordable injury and an event with the potential for catastrophic harm may affect the same rate, even though they demand very different prevention strategies.
The white paper highlights research finding no discernible association between a recordable incident and a serious injury or fatality, or SIF. In other words, TRIR was not a predictor of a fatality within an organisation. Relying on it alone can therefore direct attention towards what is most frequent, rather than what could cause the most harm.
That does not make lagging metrics irrelevant. It means they need context. A stronger approach combines historical outcomes with severity-based lagging indicators, leading metrics and business-impact measures. Together, these inputs can help organisations understand not only what happened but where risk lives, whether safeguards are working and what actions should be prioritised to prevent serious harm.
From reporting to readiness
The future of safety measurement is not about abandoning TRIR, DART or EMR. It is about putting those measures in their proper place – as part of a broader system that supports better decisions.
For leaders responsible for complex workforces and supply chains, the key question is no longer simply, “What happened?” It is also, “Are our people, suppliers, and worksites prepared for what comes next?”
